This should go without saying, but it should always be one of the first duties of your Project Manager, after the planning stages are completed, to layout and implement a schedule of events.  The Project Managers number two task is to establish a budget with the developer's assistance.  Then last but not least, bring the project in on time and on budget.  So, you have finished your development or maybe just a phase and its time to start reaping some of the benefits.
